I'm against government regulation most of the time, but the purpose is to protect *children* from loot boxes, not adults.
Not exactly sure how they'll do it, but it's a good idea to keep kids from potentially becoming addicted to gambling.

They've been releasing PlayStations in November since the PS3, (or since the PS2 if you go by the EU release) so I'd be pretty surprised if they broke this trend.

Maybe on a mid gen refresh like this generation. If I recall correctly Sony and Microsoft both said their consoles could render games in 4K, and yet it didn't happen until we got the Pro/X
