Exclusive games usually push the limits of the console as they do not need to spread out their developer team for multiple platforms.
That is why some of the best games on any system are exclusive games.
You assume MS haven't listen to anything but the pre-order numbers.
There is no facts out there telling one thing or the other.
But it's logical to assume they changed their mind due to publisher/developer feedback,consumer feedback and ofc as you mention what is probably a lower pre-order number then MS was expecting and needing.

As MS have listened to publisher/developer feedback and consumer feedback I think they do. It takes some balls this close to launch to change so many fundamental parts of the console to please everyone.

I agree to some degree, but in the end Sony removed a feature that was a part of the console.
They could probably have worked around it if they wanted to but the easy way was of course to just remove the feature.
