When they have stress tested it, debugged the apps in real world usage and look at the potential income from the preview, then it will end and open up to all. I'm in the preview and can say, using it over a 3G connection is pulling HD. Whatever they've done in terms of stream management and compression, is amazing. The PS3 app should be as jaw dropping as the iPhone app. Speed is amazing as well.
