In the military, when you do a raid on an enemy safehouse, the goal is to capture your enemy, not kill them.
Killing grunts doesn't matter but you never kill high ranking officers--never.

Watch the Youtube videos, the US soldiers are no angels when they're in other countries, especially ones they think are out of touch with the media and the rest of the world.
