
According to Metacritic.com, a website that averages review scores, GTA 4 on both PS3 and Xbox 360 have an average review score of 100 (out of 100) each, an unheard of feat! The only games that have scored even close (considering pc and 360) is Half-life 2, The Orange Box and Bioshock all with 96 point scores. Could GTA 4 already the greatest game of all time, the critics have spoken yes...

the game has issues... so of course it is not perfect
if it is not perfect... it doesn't deserve a perfect score
if it has a perfect score... it's because critics were paid off.

No game can ever claim to be the greatest game of all time, (outside of personal choices), but 1 one game can be the greatest for a time and right now its GTA4's time.
The score that a bunch of critics give a game does not define how great that game really is. I remember Halo 3 got 94, so I bought it, and was disappointed.
Everything's overrated nowadays, which makes it harder for truly great and original games to excel, where the same old crap shifts millions of units day by day (see: Nintendo).
