Haha, Cicero is a looney. Bethesda make some of the best crazy characters ive ever seen in games. He is also extremely effective as a companion and makes some funny comments and songs as you walk around.
I also like the random guys in the rataways near where Esberns room is. There is the crazy guy downstairs who mutters some wierd stuff, and the chef who tries to eat you. Classic Elder Scrolls.
