They all ready said there won't be that much RPG element

***‘Deeper RPG systems’ promised
“We heard the feedback that Mass Effect 2 players wanted deeper RPG systems and more intelligent decision-making options in customisation.”***

None of that confirms anything, just says they heard the feedback. Obviously, based on their focus shown so far, that feedback is not something they believe will help with improving sells.

BioWare has the same concept with ME as they do with DA and that is they want to "reach a broader audience" which means removing many of the core RPG elements that are a barrier to many people and putting in place gameplay elements they are more familiar with based on game sales.

As far as the other items, those have been known for a while actually. This article is kind of just a compilation of news that has already made its way to N4G here over the last two years.

The game will have deeper RPG elements, that's been confirmed tonnes of times, we've already seen them in action - for example here, from about 2:00:

That's the _ONLY_ RPG element that is coming back from ME1 and even then it's just for Shepard. The statement in the article was made after E3 and in regards to seeing more RPG elements than what was shown, including the weapon customization.

Didn't we already know it was going to start on Earth? All the trailers and gameplay highlights the time on Earth. I'm excited for March 2012.

When logic meets EA it generates anti-matter ..... so try not to apply it in any meaningful way. Entropy is what matters in there !!

The community warned them this would happen but nope they knew better they continued with the live service push the made the art style cartoonish and this is the result

It's always so bizarre when studios announce something super early in development under the suggestion of forming the game to player feedback, and then they push against all feedback heading straight for the cliff while everyone is warning them along the way
