Only if it's on some mythical new engine of doom that current consoles can't handle, which I don't realistically see happening any time soon.

The entire point of the Source engine is it's scalability and capability. The engine is very scalable -- you can run pretty much any Source game in at least DX 8.1 provided you have a dedicated GPU and a decent CPU, even if it's as old as a GeForce 6600, and still get playable speeds.

Source has it's downsides as well, such as games requiring constant loading (Portal 2 is the greatest offender so far), being CPU-heavy, and not being as easily portable as an engine like Unreal Engine 3. Look how long it took for them just to get their games up and running well on the Mac OS.

It's still impressive how much they've been able to put out on this one engine. HL3 on a new engine is feasible, but I really don't see it happening any time in the near future.

The Source Engine 2 will be as revolutionary as the first--HL2 still looks great on PC. If HL3 debuts within 1.5-2 years, and is meant to run on current consoles, it will be heavily scaled back, as console hardware is badly under-powered by today's standards.

Or, and it hurts to say this, the engine will be developed with mainly consoles in mind a la Crysis 2, hindering it's graphical benchmarking (sans DX11, tessellation effects, hollow point scattering etc) . I wish there would be some devoted PC developers out there, that way we'd see graphics progress much sooner. Everyone is amazed by EPIC's Samaritan footage--that engine could have run on PC's awhile ago. Sad how consoles ball-and-chain graphics , condemning them to evolve with console hardware... Alas, this is the world in which we live...
