It's not said that outright and mostly speculation .

For starters Activsion owns most xmen videogames right now .

A deal could probably happen for dlcs anyway , at least for Venom

If they did that it would be 2 ways:

1. Release them for DLC as you say.

2. Release a complete version.

It would be nice to get them free but sadly companies discovered how to milk DLC.

The one problem i have with this franchise and series is that the end boss is always a Giant and youre fighting his giant hand or his giant head.
