He used examples from Russia and Indian developers, saying they can "create low-development cost titles and release them in their market."
Without the need of a licensed publisher, it's a direct relationship between a developer and Sony.

I'm sure for the time being it's only for the region that they live, but SONY can pick up new games and new developers this way.
I'm looking forward to see Russian or Indian developers coming up with fresh ideas.
