The article author is confused, shoot bad guys, don't shoot good guys, don't die - there you go, your comprehensive strategy guide.
The premise is the division agents restore order to chaotic situation. After every level of government has failed, there's a few left to help try and bring some order back. I don't see what's confusing, the dark zones might be a little stretch of this plot, but that's why it's called going rogue when you shoot other agents. Not sure these arguments about how the division is confusing? And to this argument about the bullet proof hoodies I don't understand the big deal whose to say they don't have body armour on underneath the hoodie... And again it's an RPG!
You want to know what the division is? It's fun.
