IGN What makes The Division a great RPG and not just another shooter?

It has been ten years of the franchise and a celebration is planned.

It's been almost 10 years since we first stepped foot in Ubisoft's extraction shooter, The Division and it looks like the developer will celebrate by giving fans a chance to replay the experience in "definitive edition" form.

Well I guess the Division will get all of Watch Dogs HYPE TRAIN treatment now.
I just hope it delivers a better gaming experience than Grand Theft Hack Dogs did.
I love everything I see about The Division, but I'm still waiting to see what this game will look like running on PS4 and Xbone. The look of Far Cry 4 and Assassin's Creed Unity, both from Ubi, gave me great hope.
I know this is modern setting, but since it looks like they mmorpg elements into the game its not gonna be a twitch shooter (which is good we have enough of those) and also depending on the levels of enemies it will take more than just 1-5 shots to bring people down (again that's fine).
I just hope they can get creative with the enemies to kinda make that realistic in this world. I haven't seen too much variety in enemy types but I hope there is.
What's the logic of Ubisoft, advertise for 2 years and get higher sales?
