Ignoring piracy and used games, two separate issues which most publishers see as one, much of their problems are ones of their own making. Looking for that mega-million seller which they can then run into the ground with unending sequels, they've upped production costs to where there's only room for "AAA" games. Compound on that with games which are only worth one play through.
At this point they need to scale down not up. Be creative.
