Yes, it's mostly incremental changes, but there does seem to be a lot of small stuff that really polishes the overall experience.

The map overall is a massive improvement, especially with how horribly boring Mexico was in Horizon 5, and fixes one of my biggest gripes with it. The verticality is fantastic, and there's a lot of varied and complex road sections spread out throughout the map that'll make for fun events.

Physics seem to have gotten some good improvements. HokiHoshi said that now you need to put a lot more thought when braking at corners, because you can't brake while turning like you could before, so upgrades like brakes and front tire width matter a lot more now.

Immersion-wise, you can hear pedestrian chatter, music coming from NPC cars, and non-car vehicles like aircraft and boats moving around. Little things that help make the map feel more alive.

You can say that about 95% of most games.
