Sounds like they still require you to have multiple times the space to be able to download, not just the actual download amount once you hit a certain threshold. PS3 had the same requirement.

Could happen and is happening is two very different things.
Theoretically other devices may have this issue due to software released for them. However in this instance other devices aren't.
In reality PS4 is currently having this issue due to an update it received just yesterday morning. The 4.70 software update. It is being reported by numerous users across numerous outlets.

Been being reported since less than two hours after the update was deployed.
For such a minor update and stability being listed as part of the update it's baffling the update is also doing the opposite. It's also likely a required update.
Sucks most for those losing data system wide. While game saves can be loaded to the cloud with a PS+ account other accounts on the systems without PS+ don't have that benefit & stand to lose those saves.
