And PowerPC is much harder to program for than x86, which is another deep flaw in your logic. Developers can use many of the same tools that are available for PC game development when designing PS4 and XB1 games.

The point isn't that these older consoles still work, it's that Nintendo cuts way too many corners on the design and specifications of their consoles. Wii U is a 7th generation console, along with the PS3 and 360. The other two consoles completely blow it away in terms of game libraries, and the Wii U can't even match multiplats from those systems, despite having come out 6-7 years after them. Nintendo clearly put all their effort into the gamepad gimmick, leaving very few resources for the Wii U console itself. The result was a mediocre console unable to offer competitive games.

No, they don't need to "get permission" from outside developers on how to make their consoles. But if they don't bother to even solicit feedback about their plans, then they obviously don't care about getting solid 3rd party support. And in the case of the Wii U, this is exactly what happened.
The result? Very few developers were on board with the console, and it failed. If that's what you want to happen for the NX, by all means, keep supporting N...
But in the end, when the waggle gimmick fad fizzled out, the Wii died years before the competition. And burned all the fans who bought it. And it was completely unable to run multiplats from the other two consoles, another factor that contributed to its early demise.
So yes, it does have a lot to do with power. If the NX is another gimmicky, low-spec piece of hardware like the Wii and Wii U, it'll be dead on arrival.
At this point it's pretty clear that 3rd party developers are done with Nintendo consoles. No matter how much you wish it were different, the gamepad was nothing more than an expensive, awkward, distracting gimmick that degraded gaming experiences, rather than improving them.

Well written article. Despite the fact that the Wii was very profitable for Nintendo, the console died years before the competition, when the casual market grew bored and dropped it. In the end, the Wii never really proved its worth, and will be remembered as a fad that fizzled out quickly. The result was damage to Nintendo's reputation, when many actual gamers realized that the system was a gimmick.
