It always does. One good idea can create four unforeseen problems. If you remove one weapon or perk or change it drastically, another one usually becomes overpowered.
If you need proof of why letting the community decide what to do with game balance is a horrible idea, look at DOTA based games where a new character is overpowered on a weekly basis because of the community crying and whining about the last overpowered flavor of the month.
