The only way to do that would be to have it necessary to have the disc in the drive and use that as a form of DRM. Install the game, but still make it necessary to have the disc in the drive. This is what the 360 does now.

Now unless it is an EA game, then you pay the 55.00 then go home and pay the 10.00 fee to access online.

having Live tied to multiplayer, I dont agree with but it's a great service.

It is optional, if you don't want to do anything else on the console. Unfortunately Live Gold has been tied to multiplayer and the other services.

Sim City was online DRM. Just as Steam is online DRM, but with an offline mode atleast. Different from cloud computing.
Everyone used Cloud Computing with the ps3 and folding@home. Works kind of in the same way. Not 100% identical.
