Everything is up to devs, they gave the box which is capable of 4K and 60fps. Gears MP is 60fps. Forza 7 runs at 60fps and still 30% power to spare even at native 4K. All the dynamic resolutions problems are from 3rd party studios, dstudios like Ubipoop. You can call it "a lazy development".

This comparison makes no sense, because Rise of Tomb Raider runs native 1080p on Xbox One and Scorpio is 4,5 times more powerful ... 1080p X 4 = 4K .. this game should run easily 4K@30fps on Scorpio...even 0.5x power to spare. Consoles are "All in one" machines with fixed components, resulting more efficient results than similar spec PC's.
Ryzen=no support to Xbox One=or much more complicated=a disaster. That's why they used a Jaguar. No patches or optimizations needed to play older games made for the Jaguar CPU=Xbox One. New CPU means new everything (architecture). Not so simple my friend.

Noone buys a 600 usd big 4K TV, no proper HDR support (big advantage and selling point over the non-HDR panels), probably a bad response time and bad picture overall, this bundle will going you to cost around 1200 usd (Smaller screen)-1500 usd (or bigger screen, Scorpio included). There is no point to buy the cheapest 4K TV around, it will be waste of money, spend around 200-300 more to get an proper 10 bit panel for the next 5 years or so. 700-800 are prices for a decent 42-46" 4K's...

Forza 6 running on Scorpio native 4K, 60 fps and still 33% savings in power.
