The 30 fps is for the remote play when playing on Vita. That's the exact same reason why Sony added it to Infamous Second Son after the game was already released (the Vita screen has issues with streaming 60 fps, even though the Vita can handle 60 fps native games). So if Infamous could keep a steady 60 fps on ps4, than there's no reason a remastered version of a last gen semi-linear game like TLOU would have any issues with 60 fps.

Although PS4 is not technically as great as pc graphics are, I have yet to see a game on pc that can rival the graphics of Bloodborne, Uncharted 4, The Order, Batman Arkham Knight, etc. Pc companies might have acess to better hardware, but publishers are not investing enough in them to get the kind of graphics we see on ps4. Just sorry.
