No, developers are used to targeting many different hardware configurations on PC, having to optimize for two will be a piece of cake.

Destiny 1 actually had a variation of this as well with the DLC, where multiple public events would happen at the same time. But it was awesome and glad to see them continue with this.

You will never find a game that only plays on the highest end cards. They will have Minimum Requirements that are way lower than the Recommended which is way lower then hitting Ultra Settings.
Are PC's held back by supporting older video cards? Nope. Developers want to make money. As long as you offer them good API's to scale performance with, they will use them.

Biggest games this holiday will be Shadow of War, Assassins Creed and Destiny. The first two will be better on Xbox One X than any other console so the appeal is pretty obvious. As for Destiny, it should be but we will see if Sony allows Bungie to really make it good.

It's certainly an interesting idea and has high production values.. But not really a game to enjoy. I don't know, hard to rate this one. But to me the fun factor is like a 6.
IMO, the Xbox One X is a gateway drug to PC. Still has the ease of use of Consoles and comes close to a good PC as far as performance. And I am not sure it needs to sell that well, but it will be good for the brand that Xbox comes out on top of all those Digital Foundry videos as far as Consoles.
PC version is running at 60fps though.

PC definitely will cost more but you will also be able to do more. Once you go 21:9 racing, you can't go back.
