There's no proof of that either. Although it seems more logical to say that an increase of net activity is causing the servers to perform insufficiently instead of saying some random error occurred.

We then.... i guess there's really a strain on the servers right now. As long as people make it known i'm pretty sure it'll be fixed within a few or couple of days.
Sigh i shouldn't even grace the open zone with a logical explanation. With an increase of users, comes the bigger strain and demand for more space on the servers with all the services that rely on those servers.

Well to be honest, with every JP trailer we got, a month later at the least we got an English version of the trailer.
If we're talking about, say the final touches, then that would just be things like menu translations and subtitles.
The whole girth of development such as making the game native resolutions, english voice overs, scripts, would be all the major parts that according to the developer is already done. Those things are not the final touches.
Unlike it's PC-ish counterpart, the 360, the PC will always have superior graphics due to the fact that you could have the same gaming PC with changeable parts such as the graphics card and update when the latest one comes out.
