Maybe they are judging games based on what they are and not whether they are exclusive or not. Maybe they think R3 is a good game but they think Gears is much better and deserves a higher score.

I agree with this list, well kind of, I'd say that these games are some of the scariest games made. But I'd put Stalker as my number one scary game, it freaks me out, even after playing through it several times.
