Any games that come out on all platforms are clearly using PC as the lead platform, I mean isn't it obvious considering all games are developed using PCs.. they've even said as much here.
There are of course cases in which games optimised for consoles then ported to PC after the fact, those ports usually end up a disaster, and are rare.

The very fact it works in a controlled environment means it's legit, had you been following cloudgine (headed up by Dave Jones - creator of GTA) you'd know the main hurdle was compensating for average users latency, that's the only question which legitimately remains, the tech clearly works.

Oh yea they did, the accepted truth around here was it'a PR stunt and NO WAY it'll give the XBO 3x the computational power. Bandwidth was always cited as a reason (incorrectly so). Granted, most of the cloud talk was misreepresented by a few who claimed it'd do unrealistic things. It does not run over the internet, it goes over your local network (LAN), so your internet speed won't matter.
It uses your router to communicate... you can use ethernet at 100Mbps (or Gigabit ethernet at 1000Mbps) to run it very smoothly. That means your xbox is connected to the router via cable, and so is the PC/Laptop.

@Meltic - Yes since Vista to Windows 7 all old files are kept when upgrading. The upgrade to Windows 10 from 8.1 actually brings active programs over... my entire desktop stayed the same (backgrounds, themes, icons etc.). I was able to login to Steam and play games immediately after the upgrade without re-installing anything.

Resolution and frames-per-second are literally infinite on PC.
Hardware (4k 60fps monitors, GPUs etc..) and software configurations (developer set maximum resolution or fps) are the only things which limit these.
Which games are you referring to? DirectX is backwards compatible, every single title I've tried so far has worked (with a noticable fps increase)... I know that's anecdotal evidence, but so is yours, as far as I'm aware.
