Any part of the game can be used as a gameplay element, be it textures, lighting, sound, animation, story...it all depends on the developer and how they envision their gameplay model.

Unreal Engine needs to be dumped completely. Textures and lighting have looked the same with minor revisions for years and years.
Make a new engine, Epic.
Frostbite is improving rapidly. Cryengine is nice, but it obviously doesn't scale too well (as evidenced by Crysis on consoles).
Frostbite > CryEngine > Unreal Engine 3.whatever
