If there's an upgraded CPU it clears certain bottleneck thresholds.
Also if there's a cut down vega inside of the Scorpio that's an entirely different GCN architecture which makes 1.8tf translate to something totally different in comparison to Polaris.

This is the area where Microsofts DX12 and unified platform can play a major role. Witcher 3 can possibly be simply scaled and ported from the PC version into a Scorpio version without the need of wasting resources because the process can be done in house at Microsoft. Play anywhere is erasing the lines for things like that to be possible.
Games at a locked Framerate will be a selling point. Even with no update for 4K any ps4 game thrown at the Pro should have no framerate problems right?

Marginally the same CPU and RAM creates bottlenecks that won't allow that 4.2tf to shine.

Halo 5 pushed 5 million units to date I think as the most sold next gen exclusive on any system that has half the sales of its competitor.
A lot of owners of both systems simply use them for CoD , Madden and NBA 2K so no matter how big the install bases grow software across many publishers will be neck and neck and nowhere near dominating as this article suggests.
Don't care to much for PC gaming so the Scorpio will be a welcome addition. Controller v Controller max settings and 4K gaming availability will make console gaming a little more enjoyable if we can get 60fps across the board with high settings.
