If its directed by Hideki, i'm not sure if he'd be willing to let it drop on another console. We'll see though.

No it won't. In a very recent interview Hiroshi was asked about working on it for the Vita, and he said that they only focus on Home Consoles because the Vita and 3DS wouldn't fit well with the power that they need to make these games look as good as they do, and they don't want to settle for less.
This guy is missing tons of games, like every entry in the Ultimate Ninja series.

We're about 5 years away from any real Cloud Computing, and Sony has also gone on record to say that the PS4 can also render using the cloud if need be.

I know some Sony Fanboy's. All of them can still admit that Gears 3 is one of the best games on Xbox 360. The game is ridiiiiculously well done and fun, and however Judgement ruined all of that.
The game has a very dedicated fanbase. That gets people talking and Generates buss for the game. Ontop of that, Microsoft needs something like this. It isn't about it selling well in Japan, it also needs to sell well in the US and EU territories. Xbox one has no chance to win over the Japanese region, but they need to do all that they can to atleast appeal to fans with games where Resolution won't matter.

Microsoft could benefit slightly from releasing it as a Multiplat, much like how Square is releasing KHIII and FFXV on the Xbox One, and how NBG released Tales of Vesperia for the 360.
Different circumstances, but yeah. This is still REALLY great for the Xbox.
