Look at it like this, If a developer used all 12TF just to Render Graphics & Ray Tracing and left nothing for Enemy Ai or Explosions or Physics and other things, all your left with is Pretty Graphics and no game
developer will decide what it allocates to different areas, it will be going up and down depending on whats on screen, it could be using 50% at one moment and them jump to 100% the next, it depends on the game and what the developer Decides
only when a CPU is Rendering would you see it constantly at 100% on Pc

Can the PS5 Run at Max, Yes It will have no problem when it needs too

Your Looking at about a 15% Resolution Difference, i don't know how many extra lines of Resolution that will get you on your 4k Tv but games will use adaptive resolution for when the action gets heavy, they can scale a single axis and its virtually impossible to tell that the resolution has temporally changed, i expect both to look near identical
Your Looking at about a 40% Difference in Ray-Tracing, your probably looking at more realistic shadows or reflections

I Expect the pro to Add a massive upgrade to ray Tracing Capabilities, but there may not even be a pro Model
