Most developers, yes. Series S was a part of Microsoft's strategy that only the closest partners probably knew about. I was a poorly kept secret but given the number of times Microsoft has cancelled projects just before launch I'm sure most developers didn't go on a lower spec unless they were a pc developer as well. Surface Neo was supposed to be released a couple of years ago but was cancelled a week or two before launch.

Logic, it's called illogical behavior. Whenever a game doesn't hit 1080p on playstation it's lazy developers. On xbox it's weak hardware. We know RDNA 2 is twice as powerful as Vega so it should be a lot more capable than Polaris. This is a poor developer optimization.
