Horizon 1 was super fun and I'm not a big race fan, but removing the cars from the closed track was huge for the franchise
I don't think MS "forced" them, but do you think Blizzard didn't want to try and do this... it was also good for the team to get together with the team that does this stuff from Microsoft. And for people who don't know, Microsoft has a whole studio that's only job is to go and help developers get the most out of the console it's been around since the 360.
the performance dips are within reason... it's not an FPS I don't think you'll notice it at all... if it were to drop into the low 40s that could cause issues, but seems to be rather limited and stays over 50

DX12 is only partially being used on Xbox One... it's inspired by console efficiency, but API for X1 are still DX11 based... I'm more interested in MS's reducing power consumption of the CPU... that could lead to increase clock speed for GPU on the Xbox One... this is a fairly new development so hopefully shows up in a new SDK or XDK before the end of the year
it's the heat reduction that intel showed that intrigues me because there was talks that Microsoft was messing around with testing thermal limits of the X1
lets all remember that the X1 still uses DX11 based API and only partial DX12 support
the thing that caught my eye was the reduced power consumption... it's moved forward by a lot and there were some rumors floating around that MS was testing out thermal limits on X1 a little while ago. If developers could use this to increase clock speed that would also increase the bandwidth they had available with the ESRAM as well as give them some extra power to use.
