It's not really a matter of which system is gimping a game. If it's multiplat and it's not a direct port (at least from 360 to PS3 in most cases) it's going to reduce the quality of the overall game. Look at GTA4; if it had been an exclusive on either system it would have been a much better game. Instead Rockstar had to develop two separate versions of the same game at the same time thus reducing the quality of the game overall.
