I’m trying to get in to PC gaming. I don’t know anything about PC gaming but have purchased many Steam/Humble Bundle/Origin games b/c I knew I’d be a PC gamer one day. It’s my wish to run games at 60fps and at 1080p.

Fallout 4 on Switch 2 offers 30fps, 40fps, and 60fps modes, with graphics settings differing from PS4 and PS5 versions.
Do you have the parts yet? Pcpartpicker is a good place to start. For games add me on steam you can see my library to get ideas and my wishlist :P
If I was building a pc right now definetely go intel with reverse hyperthreading (pick processor first, then go ram, hdd, graphic card last) can even use integrated graphics on cpu until your gpu go on sale...for 1080p even the rx 480 or gtx 1060 is overkill but also would be good for the foreseeable future. 4gb ram should handle 1080 but with more you can downsample 4k or whatever and play on 1080p monitor :)
