Even with fiber optics, there is a latency of 20 ms for data access assuming an idle server on the other end. However, the latency even those slower 5400RPM hard drives offer is much smaller than that. Besides, hard drives are becoming cheaper, so there's no reason to not include large capacity ones for media SKUs.
