The silver foil bags are conductive on the outside to create a Faraday cage on the inside.
Motherboards get tested before being shipped, they discharge the capacitors beforehand but not always 100% you stick that on that bag and zap, bye bye mobo.
Keep it on the pink foam or on top of the usually paper box.
