No, seriously, i think no one intends to make a bad game on purpose, but developers have to chose what they will focus on with limited time/money. Sometimes it`s because the developers dosn`t have the artistic talent or enough money/time to pull of great ideas, but someone else later does (Killswitch-Gears).
Ultimately, a deciding factor in judging games is that regardless of how good or great a game is, it`s the games it`s compared to which also counts. If you imagine a soccer league which hire all the best coaches in the world and acquire the best players, it will still mean that some teams will have to end up on top and some in the bottom. I`m sure many games would be considered classics if they were released two years prior to their time too, because the other games out wouldn`t be as good or have as much polish. Obviously there are games which manage this in their own time, and these are the ones we usually call classics (Metal Gear, Final Fantasy 7 etc)
all depends on money/publisher pushing them/deadline and resources available
But no one has had the guts to tell them they are 'naff'..

Where does bad music come from? Where does bad parents/children come from? People just do something wrong and dont realise it's wrong until someone else says it. There.
Bad games come from poorly designed consoles that stifle and limit developers freedom and creativity by slapping together components which are poorly suited for gaming but well suited for the console makers business interests. This is why the PS3 is known for bad games
Great games come from designing a console from the ground up with ease of development in mind and by providing great tools to back up such a well designed console. This lowers costs and development time and increases the overall quality of the games for consumers to enjoy. This is why the Xbox 360 is the greatest gaming machine the world has ever seen.
