The reason why they cant ramp the GHZ on the CPU are a bit too obvious.
They want to keep the system small, anything above 3GHZ might cause issues simular to RROD or YLOD. Nintendo doesnt want to take a risk with the heating issues. Its not easy dissapating all that heat in such small boxes.
Todays GPUs and CPUs run very hot, Which is a reason why todays gaming PCs come in large casings with very good airflor. Because consoles function in a much different environment with very small casings, the heat will be an issue even for the next Playstation or the Xbox.
Not only will heat be a issue also the power needed to run will hold back the sort of GPU console makers will be able to equip the next consoles.

The WiiU ( according to it's specs) doesn't seem like a next gen console to me. While it will be more powerful than the PS3 it won't blow it away in terms of visuals. Seems like Nintendo is playing it safe in order to keep the cost of the hardware down. What I am really interested in are the next gen consoles that Microsoft and Sony are in the process of developing. Because in my own opinion they will be expensive but will be a lot more powerful than the WiiU. But as I said many times before on N4G I barely seen any footage of WiiU games so I don't really have a good idea on what the visuals will be like.
