The entire Ultimate Marvel vs. Capcom 3 roster has been leaked. Producer Ryota Niitsuma confirmed it when I spoke with him yesterday. Since we know which characters are in the game, we also know who didn’t make the cut.
Batsu Ichimonji and Bishop from the X-Men are joining the fight in Ultimate Marvel vs. Capcom 3 through a recently created mod for the game.

Capcom seriously dropped the ball with MvC Infinite. You can tell that it was heavily influenced by outside marketing that wanted to promote the characters in the MCU films only. The roster was lacking, the gameplay was slower than the previous game and there just wasn't a lot of the wackiness we come to expect.

I think if capcom decides to adds Mega Man, it might stir up more flames from hardcore Mega man Fans. In addition,I think by adding mega man it might serve as a reminder that why Capcom never released a nextGEN mega man game.
Another possibility: could be that Capcom knows that if they add mega man to the DLC most hardcore gamers/mega man fans would buy it just to see mega man in action; even if it not a full mega man game. They'll still buy it.
According to Capcom he got just about as many requests as Strider, Mega Man had the green light too. But they decided to shit on us and pull out a forgotten character trapped in the abyss of the many NES games. Firebrand filled in Mega Man's spot.
