Considering mods can take years to make I don't think anyone's gonna be missing mod tools for a series with cycles of only a year. By the time one mod got released for black ops we'd be on CoD 14.
Yeah as mentioned, entire conversions will take over a year. However we will see new weapons and maps within weeks.
