IVG writes : Choice, action, consequence. De-construct Mass Effect 2 and you would realize that the sum is much greater than its parts. This is largely due to the choices it presents and the implications of the resulting consequences on a universe so painstakingly created. Midway through Arrival, the player is presented with a massive choice. Five seconds later, the game makes it for you without so much as asking. All that is left for the player to do is to react to the consequences. It’s a move that is very uncharacteristic of the Mass Effect 2, which has always encouraged players to carve out their own story. It feels hollow, much like everything else about Arrival.

One of the best things about the Mas Effect series is the companions you meet along the way. So here is a tier list of all the companions from Mass Effect!
To think that Bioware at some point was capable of doing games like this, you see those characters and remember them like good old friends, and now check ME Andromeda, Anthem, Veilguard etc and wonder what the hell happened.

Sites that give this dlc a high score seems to just give it because it's Bioware. I actually agree with this review.

Giving an important piece of DLC like this a score of 5/10 just because it doesn't give you enough choices with great consequences is stupid. Article is solely written to get hits, nothing more. Granted, the DLC is short but you cannot expect to change the course of the story of Mass Effect universe by letting Reapers invade the galaxy. Bioware said this when they've released the first Mass Effect. You are Commander Shepard and you're going to save the universe from Reapers. Whatever you choose to do, whoever you choose to kill or let live, will not give a major impact to the ending of Mass Effect 3. Reapers will be destoryed but you'll be the one who choose how to do it through the course of the game.
