They always pull a stunt like this. Save their best games until last. When Xbox live arcade launched you got shit like Frogger for about six months. Give you the oldest and lamest games first, well you're not going to buy them if they give you the awesome games first are you. If Sega gave you all their best games on this disk you would have no reason to buy any other games from them.
It makes good business sense, but it's a dirty thing to do to gamers. Holding back your best games is low.
