SRK community member Krisan Thyme has been digging around the decrypted Marvel vs Capcom 3 disc for information. Shoryuken.com posted a rumor about this earlier, but he is back with some harder evidence. He sent in a ton of pictures and information about Jill Valentine, who apparently is unfinished on the disc.

Artist Chris Cayco, who we’ve featured a few times before on Kotaku, grew up playing Marvel vs. Capcom (and Marvel vs. Street Fighter) games. His tribute to this, which took him over 175 hours, was to combine every single character to ever appear in Capcom’s crossover series in the one enormous image.
Makes me despise Marvel vs Capcom: Infinite that much more
So much wasted potential

As common as it is today, it is hard to believe that there was a time where gaming franchises crossing over was just a pipe dream. Capcom broke down the wall, but they took the combination of some of the most unlikely of franchises and made it the norm.
Whether it was a colossal successful partnership with Marvel Comics or a collaboration with rivals Namco and SNK, the “Vs.” series brought unforgettable experiences to the fighting genre.

Marvel doesn't just have a bright future ahead of it in films, but in the gaming realm as well. Some exciting new titles are showing up on all hardware, so does that mean gamers are finally catching up with the MCU?
well they took out 20 characters from the previous MVC, 10-20 DLC characters x $2-3 each x however millions download it = $$$$$ This generation is destroying gaming...
are they looking into downloadable characters for mvc3, because that would be awesome.
I hate it when they do stuff like this. I understand that they finish a game long before the release date, in this time they advertise and ship the games (I think it's called marketing).
If they begin working on content after the game is complete(which can be months before a games release) than they can charge for it as DLC, but when they lock content and charge for it as DLC that just calls for a beating. DLC = Downloadable Content not "Downloadable file which unlocks content already on the disk which you already paid for sucker"
off topic - Capcom should make a Monster Hunter for the PS3, do they not understand that they can make a lot from this.
Her model, attack animations and alternate costumes are on the disc but if you read what Krisan Thyme wrote than you'll know she is not complete.
READ:
"Though before anyone cries out in anger at Capcom for placing DLC on the disc after knowing this, you might be very interested to know something else.. For one thing, although she has some voice work done and already on the disc, it appears as though she's still -missing- a good portion of dialogue. Namely, she's missing all of her tag-in vocals - she simply says nothing at the moment when she tags someone else in. Likewise it doesn't seem anyone else has any tag-in dialogue done for her either! Furthermore her assists are suspiciously quiet.. there's no ending taunt to them at all, barely even an audible grunt to them actually. In fact, a lot of her voice work is notably low-volume.. Her winning battle taunt is almost indecipherable, she mutters it so softly. Jill also appears to be missing any form of victory blurb at the end of battle.. Likewise, although her moveset is complete (as mentioned above) there do appear to be what I'd all balancing issues.. Her Machine Gun Hyper is a good example.. It's honestly just so horrifically terrible, that I have a hard time believing it's finished. If it's honestly done the way it is, then she'll probably have one of the worst hypers in the game in her arsenal. (Which isn't too flattering to say for a DLC character, is it?)"
Greedcom and Greedtivision are really taking advantage of digital downloads this generation. POS like those company deserves to go bankrupt.
