The standardized min-spec thing isn't a bad idea, but there's no one to really enforce it in any sort of way.

Consoles will never be open for full modding. DLC milking is way too profitable. The most popular shooters will never even get user created maps. $15 map packs must bring in a fortune considering how easy it is to make a map.

Well it is true, Everything from coding to testing starts from the PC's main frame. But yet, there is no reason to talk about this, I as a gamer have reason for what i play on.
