
Ubisoft have tried addressing concerns over on-disc DLC for their up-coming dog-fighting sequel, H.A.W.X. 2.
Speaking to Strategy Informer, Game Content Director Bogdan Bridinel mused that developers have to keep everything in mind when it comes to DLC...

HALIFAX (April 14, 2026) – Laid-off Ubisoft workers in Halifax have voted overwhelmingly in favour of a settlement with the video-game giant. The terms of the settlement, including the compensation employees will receive, is confidential.
I can't sit here and act like I know these workers financial situations. And I'm sure nobody wakes up WANTING to go to court. But for the sake of the industry, I wish some of these types of cases made it to trial.
Settlements allow companies to continue to do whatever abusive practices they do. While the trials (should the company lose) would actually force real changes for the better.
But again, I'm not in these workers shoes and I can understand them not wanting to risk it.

No Ubisoft, you don't "have to" put DLC that isn't DLC on the disk and then ask people to pay for it. Especially when it is as poor and short as that of AC2, and when it clearly was already part of the main game which just got cut out for an extra profit. As if gaming isn't expensive enough now.
If it is on the disc it technically ISNT DLC but just shorting the consumer and charging extra for a full game.
I think he is just telling the dev to remove the "unlockable DLC" from Disc so they don't get caught with pants down.
