While the text may relate to the characters that were added to the roster for the release of the home console version of Super Street Fighter IV, we've had a look at a scan of the flyer (thanks Eventhubs) and it appears the text relates to unknown characters.
The campaign, which is called Street Burgers, offers three different burgers representing Ryu, Ken and Chun-Li.
The Street Fighter movie has revealed the cast with some retro graphics.

I'm looking at the scan and right next to the "Here Comes the New Challengers" is Cody and Hakan. I think this is referring to the new challengers released on the consoles.
But just in case it doesn't...Urien and Elena FTW!
