It looks like Sony has revealed that Gem was a early test name for their motion controller.
Electronic Arts CEO John Riccitiello made news this morning when he let slip the name "Gem" while talking about Sony's PS3 motion controller.

As for your current concerns with the service and such I am sure those will be address with better architecture in this case the ps4 will be build with all this mind.
