I think it's unquestionably true. It's just less risky to produce a game on lesser tech and maybe make piles of cash than to use the latest and (pessimistically) maybe break even.
I think it's also pretty cool in most cases. The PC version of these games will usually run and/or look better anyway. Also, you eventually get more mileage out of of your purchase since you aren't "upgrading every few months" to take advantage of the latest greatest.
But you have to remember that a console is nothing more than a cheap supped-up pc. It's convenience. Just plug the game in and play, not worrying about what kind of graphics card,processor or ram you have.

Start of each new gen of consoles life's PC's tend to gain - the standard is quite high, and with the res/effects bonuses available in PC versions, pushes even top end PC's fairly hard. As the consoles age, though, the opposite happens - PC's are more and more capable but consoles, being the bigger market, are kept as the baseline target and PC games - but for just some minor polish - stagnate versus their newer potential.
