Sony offers a reward program that provides three free games for every PSPgo customer who already owns an older PSP model with at least one UMD. But there seems to be a big problem with the restrictions of this offer. Many users in Sony's official forums claim the games to be unusable on the PSPgo if you downloaded them via PlayStation 3 and try to transfer them to the PSPgo afterwards. It seems like the games are automatically linked to the machine which downloaded them and they can just be used on that system only. So for example in case of a broken PSPgo, you can't play the games from the reward program on your new handheld after a possibly unavoidable exchange caused by technical issues.

How many times have I bought an album in various formats. Many. Same thing with double dips in DVD releases, heck I bought Big Trouble in China three times, VHS, DVD, and now Blu Ray.
Since when is that new ? And since when is the PS3 registered to PSP games ? You need to register the PSP to the PSN - either on the PS3 or on Media GO! And, yes, you can only download the games to PSP(s) which are registered to the proper account (not device!). You can register a PSP to a PC and PS3, and you can register multiple PSPs to the same account. What't the big deal ? Did that before and that works just fine.
If you loose your PSP or it breaks, register the new one. Done.
For people who love the idea of buying download version of the game, live with the restrictions.
Give it a few years and people who bought their games and movies as download version will find they don't own anything once the restriction prevents them for using them. It doesn't matter what Sony or the movie studio says today about able to redownload them because when they want to double or triple-dip you, they can easily do it.
Many will disagree with me today but when your favorite games or movies refuse to let you play them later, it's time for you to pay for the same product you already paid for.
Of course when you are bored with the download games or movies, you can't sell or trade for any value. You can't even give them away to your friend or anyone.
I like to see how younger kids are going to do about that. The old days of trading games with friends is gone.
