Hoping that people who ant to watch said movie more than twice in a month is going to rent it twice, instead of just buying it.

Microsoft said, if the consumers demanded it - they would provide. They were never against blu-ray, they pretty much only supported HD-DVD to try and take down the PS3.
But yeah, it could happen - but unless there is enough demand for it, it won't.
