No they (developers) don't care about how strong PS3 really is. They want sales, numbers. Console power is a consumer/customer thing.
Well let's see, SR2 has over GTA IV
-More weapons, very cool weapons (minigun, shockpaddles, modern future weapons)
-Killer vehicles ( tanks, attack chopper, WWII plane)
-TONS of customization (you character appearance, clothing, cribs, vehicles)
-Better online
-ONLINE STORY CO-OP
-IMO Better aiming and driving
All I think GTAIV has over SR2 is graphics and story(by far). SR2 will be a lot more fun gameplay wise.
GTAIV story missions were pretty boring, except for a few, took me 23 hours to beat. There also weren't military in the game anymore Way less cheats than previous games (No riot mode, WTF!). Less weapons
Quantum Dream is independent. I can't wait for Heavy Rain. :)
