Because everything else doesn't matter, FBI huge waste of resources, they are just dumbasses. This does nothing, torrent sites, usenet has so many Switch ROMs. Take down one more will pop up. I think the FBI has more important things to worry about.

Out of all the big name Switch ROM sites, the FBI chose to raid the one that gets three visitors a month.
